My Perspective: Cut Mayoral Staff before cutting Bus Routes & Services

To save the city, Detroit Mayor Dave Bing says he will make cuts and he says he must slash city jobs, pay and services. Mayor Bing took a hard-line stance with the city's unions on Monday, saying that to keep the city financially afloat he will have to reduce its workforce by 10%, lower labor costs and cut city services -- including some bus service. Bing also took swipes at some city workers, who he said aren't working as hard as they could. He accused union leaders of not negotiating in good faith and criticized residents for protests over proposed cuts to bus services while remaining largely silent as violence escalates in the city. Bing is grappling with at least a $300-million budget deficit and up to an $80-million cash shortfall. Last month, the mayor was concerned that the city could run out of money by October. On Monday, Bing said there is enough money to survive -- for a while.

Still Bing’s rhetoric is not nothing new and the fact that Bing is criticizing everyone except for his own administration and himself is amazing. It is easy to say that the residents of Detroit more upset about the cutting of bus service than violence but that is just not true. While Detroit’s violence is increasing, it hasn’t hit the point to where Chicago’s violence is right now. Still the issue of fixing violence in the city has been heard for years now and Bing is now just addressing the issue because he is mayor but at the same time if he thinks violence is high now than wait until bus routes and services are cut because many Detroiters might lose their job thus forcing some to result back to their criminal ways in order to survive these tough times.

"I don't think bankruptcy is necessarily in the future, but I don't want anybody to think we are out of the woods," Bing said. Some union leaders have suggested things are moving toward a strike. The mayor said he won't be caught unprepared. "I hope it doesn't come to that," Bing said, "but they have to do what they have to do, and so do I." The cuts seem almost piecemeal -- $7 million here, $11 million there, another $10 million over here -- but Bing said his slicing and dicing approach to overhead costs is the only way he'll save the city from a financial disaster. Bing said he plans to manage the city out of possible financial ruin by eliminating at least 1,000 jobs, effective Sept. 26. If the city's roughly 50 unions agree to a 10% pay cut that would be reached through 26 furlough days, Bing said the number of layoffs could be adjusted. The furloughs are estimated to save the city about $11 million.

But Bing emphasized that some workers are going to lose their jobs. "These are not going to be temporary layoffs -- I've got to reduce the workforce in the City of Detroit," Bing said at a news briefing Monday. "We can't afford to carry 13,000 employees. We don't have the money to do that." Starting today, the city's roughly 3,500 nonunion employees will bring home 10% less in their paychecks. Bing has said that will offer the city a savings of $10 million. Some union leaders have said they're not protesting the 10% pay cut, but find unacceptable some of the other concessions Bing seeks. For example, the city wants to eliminate longevity pay, which would save at least $7 million, as well as paid lunches and daily overtime for employees. "We're trying to work and survive, too," said Leamon Wilson, chairman of the presidents of the American Federation of State, County and Municipal Employees locals. City employees who are the lowest in seniority -- and thus first in line to be laid off -- generally make between $30,000 and $50,000. Add in benefits, and the city estimates they each can cost the city up to $80,000 per year.

However the reality is that Bing wants union city employees to take pay cuts in salary and benefit reductions but many of the mayor’s top heavy appointees and administrative staff are not being laid off or cut. In fact it is easy for Bing to talk tough but when it comes to being a leader, he is failing to show real leadership when he isn’t asking his own appointees to take a reduction in benefits as well as salary. Bing also said city residents also must prepare for a decrease in some services, though he said no final decisions will be announced until Sept. 10 on changes to bus service provided by the Department of Transportation, including driver layoffs and route changes and eliminations. The DDOT cuts will be part of an overall 10% reduction in the city's workforce he must make to keep the city afloat, he said. The city faces a deficit of at least $300 million, and revenues are expected to fall about $80 million below projections in the current fiscal year. Last week, Bing backed off cuts to DDOT and recalled 113 bus driver layoff notices after Detroiters protested during four days of public hearings that bus service cuts could cost some riders their jobs.

Nonetheless Bing said any changes to the bus system won't take effect until Sept. 26. The mayor said 50 bus drivers called in sick Saturday and the city received no complaints about the abbreviated staff, "so that's at least 50 drivers we don't need." In addition, Bing said that on Monday he passed six DDOT buses on the city's east side: "Three were totally empty, and the others had five or six people on them." However what Bing doesn’t understand is that although many buses are empty or didn’t have no more than few people of them doesn’t mean that people don’t need those bus routes. In fact what Bing doesn’t understand is that many of those bus routes have a wait time of 30 minutes to an hour. Still while Bing wants to cut bus routes and services, than he should cut some of his own city perks and benefits as well as the perks and benefits of many of his appointees and administrative staff. For example Bing gets chauffeured around and a car that we the taxpayers pay for.

If Bing wants to negotiate in good faith with the unions than show real leadership and cut his security detail team and give back his city car as well as ask many of his mayoral appointees to do the same? If Bing wants to criticize us the residents of Detroit for getting upset about bus services but not the escalation in crime than he needs to use the bus for a whole week and experience what many city residents experience when catching a bus and how long the wait times are in the city? Mayor Bing wants to sit up and tell us the residents of Detroit that we will be losing some city services but we have lost city services nearly every year and the quality of service has gotten worse. Therefore how does Bing plan to get city workers to deliver better services when their salaries and benefits are constantly under attack year end and year out in order to balance the city’s budget. While Bing wants to talk tough and act like he is showing leadership or that he is doing things in the best interest of us the people of Detroit, he hasn’t done enough to shed the salaries and benefits of his own appointees and staff.

Now Bing isn’t the only political official who needs to do these things but all of city council needs to do the same and those seeking to be elected back to council need to do the same. Nonetheless, what is astonishing to me out of all of this is that despite all of this rhetoric and threats of a strike by unions, they are going to vote for him come November. Not any union in the city of Detroit is going to go against Bing and going to campaign against him yet alone mount a monetary effort to put up ads and other things telling voters to vote against Bing on Tuesday, November 3, 2009. Therefore both sides are in embed with each other and it is up to us the people fight for what we want in terms of making sure our bus services and routes stay intact while fares are not raised thus making public transportation even more unaffordable for many residents. The city has continued to have the same budgetary problems for years and it has always came down to unions giving concessions and them complaining about it but when it comes down to an election, they unions stay with the incumbent and don’t try to vote them out. Thus nothing new will come of all this tough talk from the unions and the Mayor except for city services being lost and us the people of Detroit suffering more.

As I have said previously, this is why our city has the problems it has because we don’t do things right the first time around but this is a problem that seems to plague not just Detroit but America as a whole. Nonetheless I strongly encourage Detroiters to continue to call Mayor Dave Bing’s office at 313-224-3400 to make sure he knows that we are not going to allow our bus services or routes to be cut as well as our fares to be raised. Detroit we have to let these people know that we won’t stand for bus services or routes being cut or fares being raised. Also we need to let them know that we won’t stand for wait times increased because we as residents of this beloved city deserve better than what we are getting from our city.

Mayor Bing needs to cut his staff and some of his own benefits and perks besides his salary before cutting bus routes and services. Mayor Bing needs to cut some of his staff salaries further and he needs to cut their perks and benefits before cutting bus routes and services. Cutting bus services and routes should be a last resort especially when so many Detroiters use the bus to get around the city and out to the suburbs. So Detroit continue to call and write until September 7 which is the deadline for DDOT to hear from us the residents. Let’s not allow our bus services and routes to be cut without fight because we are all we got. We are all we got Detroit and let’s fight for each other no matter what. We can’t continue to get walked over and stepped on as if we mean nothing to the livelihood of the city of Detroit. We the residents of Detroit make up the city and without us there is no city so we can’t continue to be given bad city services while others benefit from our taxes with free cars and gas, security details and 6 figure salaries. Enough is enough, let’s stand up Detroit and fight for something that benefits all of us in some way, shape or form. Save our bus routes and services but most of all don’t allow them to raise bus fares on us.

This video was created to inspire young African-Americans not to fall prey to some of the problems they face in society. The use of the voice "Master of Darkness" represents evil, which is where the blame of all problems should be placed, and not on any one group of people. This video should not to be used to divide people (Black & White), there are images of heroes that are white in this video, and there are images of Black & White coming together with the words of Dr. King in the background. Some of the images from the past can be unsettling, but they are used to show all Americans how far we have come, and how far we still have to go. This film is being strategically placed in school systems, churches and youth orgs around the country, in hope of helping a lost generation of kids that we as Americans have forgotten. We must FIGHT THE POWER and show that we have a lot to say that needs to be heard by the mainstream media. We must FIGHT THE POWER and live up to our potential as dynamic, unbelievable and phenomenal people.


We must not believe the hype but we must become the hype. We are not Harriett Tubman, Marcus Garvey, MLK, Malcolm X, Booker T. Washington, Carter G. Woodson, W.E.B. DuBois, the Black Panther Party, SNCC, or any other activists but we are the fathers, mothers, sons, daughters, uncles, aunties, and relatives of those who came before us to pave the way for us to FIGHT THE POWER! We are not next Generation of leaders who will not be honored and praised until they die but that’s the fight we accept. We are not fighting the power for glory or fame but we are fighting the power for just causes that most men and women will not understand until years or decades later.


We are fighting for our sisters and brothers in Darfur, Georgia, Iraq, Iran, China and Mexico. We are speaking for those who are poor and have no food or water. We are fighting for those who are sick and dying. We are fighting for universal healthcare across the world and human rights for all people. We are fighting for rich and poor! We must FIGHT THE POWER no matter how hard and tough the road may be. We must FIGHT THE POWER for a better today and an even greater tomorrow!

All we got to do is have faith, hope and prosperity. “People Get Ready” to face your fears. “People Get Ready” to face your demons and the challenges of yesterday because today and tomorrow we will conquer & be victorious. “People Get Ready” a change is coming and our actions will make sure that change is a real positive change that lasts forever.
