Social Security Reform Is A Must

Social Security payments could be a lot less next year for millions of Americans. Millions of older people face shrinking Social Security checks next year, the first time in a generation that payments would not rise. The trustees who oversee Social Security are projecting there won't be a cost of living adjustment (COLA) for the next two years. That hasn't happened since automatic increases were adopted in 1975. By law, Social Security benefits cannot go down. Nevertheless, monthly payments would drop for millions of people in the Medicare prescription drug program because the premiums, which often are deducted from Social Security payments, are scheduled to go up slightly.

"I will promise you, they count on that COLA," said Barbara Kennelly, a former Democratic congresswoman from Connecticut who now heads the National Committee to Preserve Social Security and Medicare. "To some people, it might not be a big deal. But to seniors, especially with their health care costs, it is a big deal." Cost of living adjustments are pegged to inflation, which has been negative this year, largely because energy prices are below 2008 levels. Advocates say older people still face higher prices because they spend a disproportionate amount of their income on health care, where costs rise faster than inflation. Many also have suffered from declining home values and shrinking stock portfolios just as they are relying on those assets for income.

"For many elderly, they don't feel that inflation is low because their expenses are still going up," said David Certner, legislative policy director for AARP. "Anyone who has savings and investments has seen some serious losses." About 50 million retired and disabled Americans receive Social Security benefits. The average monthly benefit for retirees is $1,153 this year. All beneficiaries received a 5.8 percent increase in January, the largest since 1982. More than 32 million people are in the Medicare prescription drug program. Average monthly premiums are set to go from $28 this year to $30 next year, though they vary by plan. About 6 million people in the program have premiums deducted from their monthly Social Security payments, according to the Social Security Administration.

Millions of people with Medicare Part B coverage for doctors' visits also have their premiums deducted from Social Security payments. Part B premiums are expected to rise as well. But under the law, the increase cannot be larger than the increase in Social Security benefits for most recipients. There is no such hold-harmless provision for drug premiums. Kennelly's group wants Congress to increase Social Security benefits next year, even though the formula doesn't call for it. She would like to see either a 1 percent increase in monthly payments or a one-time payment of $150. The cost of a one-time payment, a little less than $8 billion, could be covered by increasing the amount of income subjected to Social Security taxes, Kennelly said. Workers only pay Social Security taxes on the first $106,800 of income, a limit that rises each year with the average national wage.

But the limit only increases if monthly benefits increase. Critics argue that Social Security recipients shouldn't get an increase when inflation is negative. They note that recipients got a big increase in January — after energy prices had started to fall. They also note that Social Security recipients received one-time $250 payments in the spring as part of the government's economic stimulus package. Consumer prices are down from 2008 levels, giving Social Security recipients more purchasing power, even if their benefits stay the same, said Andrew G. Biggs, a resident scholar at the American Enterprise Institute, a Washington think tank. "Seniors may perceive that they are being hurt because there is no COLA, but they are in fact not getting hurt," Biggs said. "Congress has to be able to tell people they are not getting everything they want."

Social Security is also facing long-term financial problems. The retirement program is projected to start paying out more money than it receives in 2016. Without changes, the retirement fund will be depleted in 2037, according to the Social Security trustees' annual report this year. President Barack Obama has said he would like to tackle Social Security next year, after Congress finishes work on health care, climate change and new financial regulations. Lawmakers are preoccupied by health care, making it difficult to address other tough issues. Advocates for older people hope their efforts will get a boost in October, when the Social Security Administration officially announces that there will not be an increase in benefits next year. "I think a lot of seniors do not know what's coming down the pike, and I believe that when they hear that, they're going to be upset," said Sen. Bernie Sanders, an independent from Vermont who is working on a proposal for one-time payments for Social Security recipients. "It is my view that seniors are going to need help this year, and it would not be acceptable for Congress to simply turn its back," he said.

This is way social security reform is needed now more than ever. As much as healthcare reform is needed, social security reform is needed as well. Congress had the opportunity to reform social security in 2005 but President George W. Bush left the legislation up to Congress to draft and many in the President’s own political party didn’t agree with Bush. Republicans debunked President Bush’s efforts to reform healthcare and while some Democrats wanted reform to healthcare, they didn’t agree with the Bush administration’s policy for social security reform which was to allow people to invest their benefits into the stock market. However imagine if social security had of passed in 2005 and just how bad Senior citizens and retirees would have it now with the 401 K’s and social security funds both sinking in the financial crisis that hit this nation for the last 18 months or so.

Still, there is no denying that Social Security reform is needed since millions of seniors will be receiving less amounts of money next year due to the fact of Medicare premiums that will increase rapidly. Today, Social Security is the single largest item in the federal budget, consuming over 22% of total expenditures. (For comparative purposes, 17% of the budget is spent on national defense, 0.5% is spent on training and employment, and 2.5% is spent of food and nutritional assistance.) In 1996, the system was projected to collect $387 billion in tax revenues and distribute $355 billion to over 43 million recipients. Social Security is an entitlement program and is thus funded automatically rather than through the annual appropriations process. All individuals who are legally eligible for benefits automatically receive them. As a result, it is demand, not supply, that sets spending levels for the program. The only way to alter spending for Social Security is to change the guiding legislation.

There are a number of basic principles underlying today's structure of Social Security system, including:
1. The system is work related - Benefit levels for retirees and their families are related to earning history and wage level. The higher the contributions, the higher the benefits.
2. Benefits are not means tested - Benefits are paid regardless of income from saving, pensions, insurance, or other forms of non-work income. Workers do not have to prove need to receive benefits.
3. Universal compulsory coverage - Workers may not opt out of the Social Security system. By mandating participation, adverse selection (the situation that arises when individuals who draw the most from an insurance system are the ones who join it) is avoided.
4. Benefits are defined by law - Any person who meets the legal requirements qualifies for benefits. Disagreements may be taken to court.

Ninety-five percent of workers, or 135 million people, are covered by the system. In addition to workers in the U.S. and territories, the system covers work done by U.S. citizens and resident aliens outside of the U.S. who are:
· Employed by an American employer;
· Employed by an American affiliate who has elected coverage;
· Self-employed (in certain circumstances).
· Workers who are excluded from coverage include:
· Federal civilian employees hired before 1984;
· Railroad workers who are covered by the Railroad Retirement System;
· Some state and local government employees;
· Household and farm workers whose earning don't meet certain minimum requirements;
· Self-employed workers whose earnings are very low;
· Some children who work in family businesses;
· Some people who, for religious reasons, are granted exemptions.

The Social Security system is funded by payroll taxes paid by employees and employers through the Federal Insurance Contributions Act (FICA) and the Self Employment Contributions Act (SECA). (The payroll tax is also used to fund part of the Medicare system.) Today the total employee/employer payroll tax is 15.3%, with 12.4% of that going to Social Security. This rate has been increased dramatically since 1937, when the rate was 2%. Employers and employees each pay a 7.65% payroll tax. They pay 1.45% on all earnings for Medicare, and they pay 6.2% for Social Security up to a capped amount of $72,600. (This cap changes each year.) Self-employed individuals pay the full 15.3% tax, but one half of the tax can be deducted as a business expense. Because the employer's portion of the payroll tax translates into lower wages for workers, it is most accurate to talk about the combined level of the payroll tax.

The Social Security payroll taxes are recorded through the different program trust funds, which are used to track the inflows and outflows of the program. The trust funds are presently taking in more money than they are issuing in benefits, and they therefore run annual surpluses. Rather than saving the surpluses, the government spends the money on other parts of the budget, such as defense, domestic discretionary programs and other entitlement programs. Social Security surpluses will continue until 2014, at which time the program will no longer take in enough money to cover benefits. The government will have borrowed over $3 trillion from the trust funds and not a penny will be left to cover the owed benefits. To repay the $3 trillion, the government will have to either cut spending by $3 trillion, raise taxes on every family in America by $43,000, or increase the national debt by an additional $3 trillion.

Social Security is structured to replace a portion of beneficiaries' wages lost due to retirement, disability or death. Social Security benefits are calculated based on a retiree's earnings history and are intended to replace, on average, 42% of their peak salary. The system is also designed to be progressive so that lower income workers receive a greater portion of their previous earning level than do higher income earners. If workers retire early, their benefits are reduced for each month of benefits received before age 65. The cutback amounts to a 20% reduction for those who start collecting benefits at age 62. Workers who postpone retirement and remain in the workforce after age 65 qualify for inflated benefits, to reflect the additional years of contributions.

There are 3 ways to be eligible for Social Security: 1.) Retirement - Currently, workers become eligible for full retirement benefits at age 65 or for reduced benefits at 62. To qualify for benefits, workers must have been part of the labor force for a set amount to time (usually 10 years) to show labor force attachment. Workers earn credits, up to four credits a year that go towards their eligibility. Generally, forty credits are needed to qualify for benefits. (Younger people need fewer credits to qualify for disability or survivors benefits). The earning levels for credits change each year. In 1996, $640 earns one credit. 2.) Survivors - Survivors benefits are paid to deceased workers' families. Those who qualify include: Widows(er)s age 60 or older, 50 or older if disabled, or any age if caring for children under 16; Children if they are unmarried and under 18, 18 to 19 but in school, or over 18 and disabled; Parents, if the deceased was their primary means of support. The average benefits level of a family that consists of a widow and two children is $1,350 per month, roughly equal to the payout from a $295,000 life insurance policy. 3.) Disability - Disability is defined as "an inability to engage in any substantial gainful activity (SGA) by reason of any medically determinable physical or mental impairment that can be expected to result in death or has lasted or can be expected to last for a continuous period of not less than 12 months." Under such conditions, both disabled workers and their dependents can qualify for benefits.

The Social Security system has been one of the federal government's most successful and popular programs, and has helped protect beneficiaries against impoverishment. But the aging of the American population coupled with a slowdown in economic growth threatens the future stability of the system. Reforms must be implemented to protect current retirees and to ensure retirement security for future generations. By educating the citizenry and reforming Social Security, we can increase economic stability, security and opportunity for all Americans. This is why the time to reform not just healthcare but social security is most in the wake of millions getting less social security benefits than they received this year. There are only three real solutions to Social Security’s rapidly approaching fiscal problems: raise taxes, reduce spending, or make the current payroll taxes work harder by investing them through some form of personal retirement account (PRA). Establishing PRAs is the only solution that will also give future retirees the option to receive an improved standard of living in retirement. These accounts would give them more control over how to structure their income and allow them to build a nest egg that could be used for emergencies during retire­ment, used to start a business, or left to their fami­lies. However, establishing PRAs will be complex and—as experience from other countries shows— will require careful planning.

These following principles are essential to any successful reform of Social Security:
1. Fix Social Security now; future generations deserve a prosperous and sustainable Social Security program.
2. Act responsibly to financially secure the program without dampening the US economy with enormous tax increases.
3. Allow young workers the opportunity to take full advantage of the creativity and vitality of the US economy by establishing voluntary Personal Retirement Accounts.
4. Ensure that even investment amateurs will prosper by creating a low maintenance account structure that diversifies risk and locks in earnings as the investor nears retirement.
5. Secure such accounts within a framework of property rights that will allow them to control their own retirement plans and that will protect workers from arbitrary political decisions that might harm their financial security.
6. Strengthen family bonds and give younger workers of humble means a jumpstart on life by allowing PRA funds to be fully transferable as bequests to the children or grandchildren of the deceased. Those who die before or shortly after retiring should not lose the tens of thousands of dollars they paid into Social Security. Their families deserve better.
7. Preserve in their entirety the promised benefits of seniors, those approaching retirement, and the disabled.
8. Guarantee a minimum, above-poverty government benefit for all future retirees.
9. Create a sensible plan to fund the transition while recognizing that despite the cost a reformed Social Security would be far more secure, more prosperous, and less costly than the current system of empty promises.

Now is the time to get Social Security right so hopefully in 2010, our nation will finally pass some type of reform that will benefit the American people and those currently drawing from Social Security so that it can be here for future generations to benefit from. No longer can we ignore the fact that Social Security and Healthcare are key components to our nation’s growing national debt. Until we fix both of them, we as a nation can never get our nation our a stable economic footing without first stabilizing our national debt so we can work to pay off many of the deficits that we have created over the decades. Now is the time for our nation to finally fix Social Security and to be fiscally responsible about our nation’s present so we can have a better future that other generations can prosper and enjoy.

America with its flaws and all is a country I am proud to have been born in. America is not perfect but my love for it is perfect. That’s why all Americans must realize that we are all Americans. In fact we are Americans first and foremost. We are not Democrats or Republicans. We are Americans.

We are not Muslims, Christians or Jews. We are Americans. Too many times we recognize our differences with others rather than appreciating our similarities which are, we are Americans. We are Americans first and foremost, no matter if we were born here or moved here legally. We are all Americans, here in this country to make not only our lives better but the lives of other Americans better so future Americans can enjoy the rights and freedoms that make us all Americans.

We are all Americans. We are one party united under God. We are Americans and this is the only political party that matters. The use of the voice "Master of Darkness" represents evil, which is where the blame of all problems should be placed, and not on any one group of people. We got to FIGHT THE POWER! We can no longer sit on the sidelines and watch injustices take place. We can no longer sit by and allow our right to vote to become unexercised. We must FIGHT THE POWER for our past, present and future! We can no longer allow our rights to be oppressed and our voice to become drained by the powers at be. We must FIGHT THE POWER and show that we have a lot to say that needs to be heard by the mainstream media. We must FIGHT THE POWER and live up to our potential as dynamic, unbelievable and phenomenal people.


We must not believe the hype but we must become the hype. We are not Harriett Tubman, Marcus Garvey, MLK, Malcolm X, Booker T. Washington, Carter G. Woodson, W.E.B. DuBois, the Black Panther Party, SNCC, or any other activists but we are the fathers, mothers, sons, daughters, uncles, aunties, and relatives of those who came before us to pave the way for us to FIGHT THE POWER! We are not next Generation of leaders who will not be honored and praised until they die but that’s the fight we accept. We are not fighting the power for glory or fame but we are fighting the power for just causes that most men and women will not understand until years or decades later.


We are fighting for our sisters and brothers in Darfur, Georgia, Iraq, Iran, China and Mexico. We are speaking for those who are poor and have no food or water. We are fighting for those who are sick and dying. We are fighting for universal healthcare across the world and human rights for all people. We are fighting for rich and poor! We must FIGHT THE POWER no matter how hard and tough the road may be. We must FIGHT THE POWER for a better today and an even greater tomorrow!
