The D-word: Will recession become something worse?--By TOM RAUM and DANIEL WAGNER, Associated Press Writers
And it may be happening now.
The trouble is, unlike recessions, which are easy to define, there are no firm rules for what makes a depression. Everyone at least seems to agree there hasn't been one since the epic hardship of the 1930s.
But with each new hard-times headline, most recently an alarming economic contraction of 6.2 percent in the fourth quarter, it seems more likely that the next depression is on its way.
"We're probably in a depression now. But it's not going to be acknowledged until years go by. Because you have to see it behind you," said Peter Morici, a business professor at the University of Maryland.
No one disputes that the current economic downturn qualifies as a recession. Recessions have two handy definitions, both in effect now — two straight quarters of economic contraction, or when the National Bureau of Economic Research makes the call.
Declaring a depression is much trickier.
By one definition, it's a downturn of three years or more with a 10 percent drop in economic output and unemployment above 10 percent. The current downturn doesn't qualify yet: 15 months old and 7.6 percent unemployment. But both unemployment and the 6.2 percent contraction for late last year could easily worsen.
Another definition says a depression is a sustained recession during which the populace has to dispose of tangible assets to pay for everyday living. For some families, that's happening now.
Morici says a depression is a recession that "does not self-correct" because of fundamental structural problems in the economy, such as broken banks or a huge trade deficit.
Or maybe a depression is whatever corporate America says it is. Tony James, president of private equity firm Blackstone, called this downturn a depression during an earnings conference call last week.
The Great Depression retains the heavyweight crown. Unemployment peaked at more than 25 percent. From 1929 to 1933, the economy shrank 27 percent. The stock market lost 90 percent of its value from boom to bust.
And while last year in the stock market was the worst since 1931, the Dow Jones industrials would have to fall about 5,000 more points to approach what happened in the Depression.
Few economists expect this downturn will be the sequel. But nobody knows for sure, and nobody can say when or whether the downturn may deepen from a recession to a depression.
In his prime-time address to Congress last week, President Barack Obama acknowledged "difficult and trying times" but sought to rally the nation with an upbeat vow that "we will rebuild, we will recover."
The next day, Federal Reserve Chairman Ben Bernanke told the House Financial Services Committee that the "recession is serious, financial conditions remain difficult." He held out a best-case hope that it might end later this year, with "full recovery" in two to three years.
Despite the tempered optimism, the economic outlook remains grim. Consumer confidence has fallen off the table, stocks are at 12-year lows, layoffs come by the tens of thousands, and credit remains tight.
The current downturn has many of the 1930s characteristics, including being primed by big stock market and real estate booms that turned to busts, said Allen Sinai, founder of Boston-area consulting firm Decision Economics.
Policymakers and economists note there are safeguards in place that weren't there in the 1930s: deposit insurance, unemployment insurance and an ability by the government to hurl trillions of dollars at the problem, even if it means printing money.
Before the 1930s, any serious economic downturn was called a depression. The term "recession" didn't come into common use until "depression" became burdened by memories of the 1930s, said Robert McElvaine, a history professor at Millsaps College in Jackson, Miss.
"When the economy collapsed again in 1937, they didn't want to call that a new depression, and that's when recession was first used," he said. "People also use 'downward blip.' Alan Greenspan once called it a 'sideways waffle.'"
Most postwar U.S. recessions have come after the Fed has increased interest rates to cool down rapid economic growth and inflation. Later, the Fed lowers rates and helps restart the economy, with the housing and auto sectors — both sensitive to interest rates — leading the way.
This time is different: As Senate Banking Committee Chairman Chris Dodd, D-Conn., said, "Our housing and auto sectors are leading us not out of recession, but into it."
What's more, the Fed no longer has the ability to kick-start recovery by lowering interest rates. The central bank has already effectively lowered the short-term rates it controls to zero.
And there are no guarantees the massive economic stimulus package and series of bank bailouts will stave off a nightmare recession, or worse.
"It is certainly plausible that the kinds of policy measures that have been good enough to tame the business cycle are no longer adequate in a fast-moving, highly leveraged, highly networked economy," said Anirvan Banerji of the Economic Cycle Research Institute.
Today's economic indicators don't project a depression. But Banerji is cautious. Economic data in 1929 didn't show that the stock market crash was about to lead to years of economic misery, either.
"It did not look like the kind of plunge that would be a depression until after the recession began," Banerji said. "The Great Depression didn't start out as a depression. It started out as a recession."
The depression that consumed most of the 1870s and followed something called the Panic of 1873 makes a better comparison to what's happening now, said Scott Nelson, a history professor at the College of William and Mary.
Financial markets had become centrally located by the 1870s, notably in London. And nations had not yet enacted the protectionist trade policies that were in place by the 1930s.
The results were not exactly promising. Gangs of orphans roamed city streets as men moved west to pursue cattle industry jobs. Widows struggled to make money by serving unlicensed liquor. Thousands of workers, many Civil War veterans, became transients.
The downturn lasted more than five years, according to the economic research bureau — four times as long as what the United States has endured so far in this downturn.
Today's recession is already longer than all but two of the downturns since World War II. But for now, public officials are being extremely cautious about the D-word. Alfred Kahn, a top economic adviser to President Carter, learned that lesson in 1978 when he warned that rampaging inflation might lead to a recession or even "deep depression."
When presidential aides asked him to use another term, Kahn promised he'd come up with something completely different.
"We're in danger," he said, "of having the worst banana in 45 years."
Dow jumps above 8,000 for first time in 2 months--By MADLEN READ and SARA LEPRO, AP Business Writers
All the major indexes soared more than 3 percent on Thursday as optimism grew following more signs that the economy is on the mend.
Financial stocks led the rally, getting a big boost after the Financial Accounting Standards Board relaxed accounting rules forcing banks to value their assets at current prices. The change should help banks reduce losses.
Another positive indicator on the economy also lifted Wall Street sentiment. Factory orders posted a large increase in February, coming on the heels of better-than-expected readings on pending home sales, manufacturing activity and auto sales the day before.
"Everyone is in a buying mood," said Eric Ross, director of research at brokerage Canaccord Adams. "Everyone is feeling good. ... A lot of this is simply confidence."
The change in "mark-to-market" accounting rules sends another lifeline to the troubled banking industry. Many market participants believe financial stocks, which have largely carried the market's four-week rally, are a gauge of when the economy is turning.
The market's advance came as the world's finance leaders met in London to discuss efforts to fix the global economy. The G-20 ministers plan to give the International Monetary Fund $500 billion, and create stricter rules for hedge funds.
In midday trading, the Dow rose 256.79, or 3.3 percent, to 8,018.39.
The Standard & Poor's 500 index rose 28.25, or 3.5 percent, to 839.33. The Nasdaq composite index rose 60.25, or 3.9 percent, to 1,611.85.
The Russell 2000 index of smaller companies jumped 21.83, or 5.1 percent, to 450.99.
For every three stocks that fell, nine stocks rose on the New York Stock Exchange where volume came to 642 million shares.
Mexico reports arrest of major drug suspect--By E. EDUARDO CASTILLO, Associated Press Writer
The announcement came hours before the Obama administration's top security officials and their Mexican counterparts were set to discuss ways to stop arms smuggling across the border as well as new strategies for fighting the drug cartels that have fueled violence in both countries.
Federal police said Carrillo Leyva, 32, was caught while he was exercising in a park in a posh Mexico City neighborhood early Wednesday.
Carrillo Leyva is the son of drug kingpin Amado Carrillo Fuentes, who was one of Mexico's most important drug traffickers before he died during plastic surgery to change his appearance in 1997.
Amado Carrillo Fuentes was nicknamed "the Lord of the Skies" because of his success in sending planeloads of cocaine to the United States.
After his death, Amado's brother Vicente took over the cartel and Amado's son, Vicente Carrillo Leyva became second-in-command, the Attorney General's Office said.
Officials displayed Carrillo Leyva to the press at a news conference early Thursday, bringing a young man in glasses and a track suit before flashing cameras.
A week ago, the Attorney General's Office named Carrillo Leyva to a list of 24 of the country's most-wanted narcotics suspects and offered a reward of 30 million pesos ($2.1 million) for his capture. The same amount was offered for the capture of the cartel's alleged leader.
Vicente Carrillo Leyva acknowledged to authorities that he was the son of Amado Carrillo Fuentes, said Marisela Morales, who is in charge of combatting organized crime at the Attorney General's Office.
"Carrillo Leyva is considered one of the heirs of the Juarez Cartel after the death of his father," she said.
Vicente Carrillo Leyva used an alias, Alejandro Peralta Alvarez, and was passing himself off as a businessman, said Federal Police Commissioner Rodrigo Esparza. But authorities were able to track him down through his wife, who did not change her name. The government had records showing her sister was married to Rodolfo Carrillo Fuentes, a brother of the cartel leader.
Homeland Security Secretary Janet Napolitano and Attorney General Eric Holder were to meet Thursday with Mexican Attorney General Eduardo Medina-Mora and Interior Minister Fernando Gomez-Mont in Cuernavaca, Mexico.
Soldiers last week arrested another figure on the most-wanted list, Hector Huerta, who was accused of controlling the flow of drugs through the northern city of Monterrey for the powerful Beltran-Leyva cartel.
New jobless claims jump, factory orders up--By CHRISTOPHER S. RUGABER, AP Economics Writer
The Labor Department said Thursday that initial claims for unemployment insurance rose to a seasonally adjusted 669,000 from the previous week's revised figure of 657,000. That total was above analysts' expectations and the highest in more than 26 years, though the work force has grown by about half since then.
On a more positive note, the Commerce Department said orders for manufactured goods rose 1.8 percent in February, much higher than analysts expected and reversing six straight monthly declines.
Wall Street focused on the good news. The Dow Jones industrial average rose nearly 270 points, or 3.5 percent, in midday trading. Broader indices also rose.
Other economic indicators came in better than expected Wednesday, including construction spending and pending home sales.
Still, economists said the jobless claims figures indicate that companies continue to lay off workers at a rapid pace.
"Claims are typically one of the very first indicators to signal economic recovery, and there is no sign of that in the data yet," Ian Shepherdson, chief U.S. economist at High Frequency Economics, wrote in a client note.
The tally of laid-off workers claiming benefits for more than a week rose 161,000 to 5.73 million, setting a record for the 10th straight week. That also was above analysts' expectations and indicates that unemployed workers are having difficulty finding new jobs. The continuing claims data lag the initial claims by one week.
An additional 1.5 million people received benefits under an extended unemployment compensation program approved by Congress last year. That's as of March 14, the latest data available. Jobless benefits typically last 26 weeks, but the federal government is paying for an additional 20 to 33 weeks of compensation under the extended program, depending on each state's unemployment rate.
As a proportion of the work force, the number of people on the jobless benefit rolls is the highest since May 1983. The four-week moving average of jobless claims, which smooths out weekly volatility, rose to 656,750, the highest since October 1982, when the economy was emerging from a steep recession.
Employers are eliminating jobs and taking other cost-cutting measures to deal with sharp reductions in consumer and business spending. The current recession, now in its 17th month, is the longest since World War II.
The jobless claims data come a day before the department is expected to issue another dismal monthly employment report. Economists forecast that report will show employers cut 654,000 jobs in March, while the unemployment rate increased to 8.5 percent from 8.1 percent, according to a survey by Thomson Reuters.
Some economists raised their projection for job losses in March in response to the increase in claims. David Resler, chief economist at Nomura Securities International, said he now expects the department will report payroll cuts of 725,000 in March, up from a previous forecast of 680,000.
Companies reduced their payrolls by 651,000 jobs in February, a record third straight month of job losses above 600,000.
A private survey Wednesday said businesses cut 742,000 jobs in March. Employment at medium- and small-sized companies fell the sharpest — by a combined 614,000. The rest of the job cuts came from big firms — those with 500 or more workers_ according to the report from Automatic Data Processing Inc. and Macroeconomic Advisers LLC.
More job losses were announced this week. 3M Co., the maker of Scotch tape, Post-It Notes and other products, said Tuesday it's cutting another 1,200 jobs, or 1.5 percent of its work force, because of the global economic slump. Fewer than half the jobs will be in the U.S., but include hundreds in its home state of Minnesota. The 1,200 figure includes cuts made earlier in the first quarter.
Elsewhere, healthcare products distributor Cardinal Health Inc. said it would eliminate 1,300 positions, or about 3 percent of its work force, and semiconductor equipment maker KLA-Tencor Corp. said it will cut about 600 jobs, or 10 percent of its employees.
Among the states, California reported the biggest increase in new claims for the week ending March 21 with a jump of more than 6,700, which it attributed to layoffs in the construction and service industries. The next largest increases were in Missouri, Kansas, Oklahoma and Iowa, according to the Labor Department data.
The biggest drop was in Texas, which had 4,822 fewer claims as the trade, service, manufacturing and transportation industries cut fewer jobs. New York, Tennessee, Illinois and Virginia had the next largest declines.
The Federal Reserve has cut a key benchmark interest rate to nearly zero in an effort to jump-start lending and embarked on a series of radical programs to inject billions of dollars into the financial system.
The Obama administration's $787 billion stimulus package, approved by Congress in February, is trying to counter the recession by providing money for public works projects, extending unemployment benefits and helping states avoid budget cuts.
G20 strikes trillion-dollar crisis deal--By David Ljunggren and Lesley Wroughton
At a G20 summit, they also signed off on plans to commission blacklists of tax havens and tighten financial rules to bring hedge funds and credit rating agencies under closer supervision.
"This is the day that the world came together, to fight back against the global recession. Not with words but a plan for global recovery and for reform and with a clear timetable," British Prime Minister Gordon Brown, the summit host, said.
Markets reacted positively.
The index of top European shares was up 5 percent after Japan's Nikkei gained 4.4 percent. On Wall Street, the Nasdaq was up 4 percent and the Dow Jones 3.6 percent. The price of oil jumped above $52.
But economists warned against euphoria.
"The IMF funding is more than expected, and in so far as that means there is a larger pot of money available to bail out troubled economies that is good news. But these troublespots particularly in Eastern Europe are still there and this will not make them go away overnight," said Nigel Rendall, emerging market strategist, Royal Bank of Canada.
Brown said that while there were "no quick fixes," the decisions meant that "we can shorten the recession and we can save jobs." The final communique forecast the measures taken would raise world output by four percent by the end of next year.
French President Nicolas Sarkozy said the results were beyond what could have been imagined.
Germany's finance minister welcomed the fact that no obligation was agreed for countries to adopt further stimulus packages. The issue had created tension in the summit build-up, with Washington favoring such packages and Paris and Berlin preferring to let earlier measures take their course.
Addressing a key demand from France and Germany, Brown said the leaders agreed "there will be an end to tax havens that do not transfer information on request. The banking secrecy of the past must come to an end."
He said they committed new resources of 1 trillion dollars that are available to the world economy through the International Monetary Fund and other institutions.
This included 250 billion dollars of IMF reserve units called Special Drawing Rights. "This is available to all IMF members," Brown said. In addition, the IMF would see its own resources tripled, with up to $500 billion of new funds, of which $40 billion would come from China.
The G20 asked the IMF to bring forward sales from its gold reserves, raising funds to help the poorest countries, Brown said. And it agreed a trade finance package worth $250 billion over two years to support global trade flows, which have shrunk under the impact of the credit crunch.
The tax haven issue had threatened to be a stumbling block to agreement, with France and Germany demanding a crackdown on jurisdictions whose bank secrecy laws they portrayed as enabling the rich to dodge taxes at a time of economic hardship.
"Since Bretton Woods, the world has been living on a financial model, the Anglo-Saxon model -- it's not my place to criticize it, it has its advantages -- clearly, today, a page has been turned," French President Nicolas Sarkozy said, referring to the landmark conference that created the post-war economic order.
In the United States, meanwhile, an industry body announced a major change to accounting rules that would give banks more flexibility on how they value toxic assets. This would relieve pressure on banks with impaired balance sheets, which has been a major driver in financial market distress.
The change in the Financial Accounting Standard Board rules helped fuel a stock market rally.

Food stamp list swells to record 32.2 million
Food stamps are the major U.S. antihunger program and help poor people buy groceries. The average benefit was $112.82 per person in January.
The January figure marks the third time in five months that enrollment set a record.
"A weakened economy means that many more individuals are turning to SNAP/Food Stamps," said the Food Research and Action Center, an antihunger group, using the acronym for the renamed food stamp program, Supplemental Nutrition Assistance Program.
The U.S. unemployment rate was 8.1 percent in February, the highest in 25 years. Weekly claims for jobless benefits totaled 669,000 last week, the highest in 26 years, the government said on Thursday.
Food stamp enrollment rose in all but four of the 50 states during January, said Agriculture Department figures. Vermont, Alaska and South Dakota had increases of more than 5 percent. Texas had the largest enrollment, 2.984 million, down 65,000, followed by California at 2.545 million, up 43,000, and New York with 2.211 million, up 37,000.
Food stamp benefits get a temporary 13 percent increase, beginning with this month, under the economic stimulus law signed by President Barack Obama. The increase equals $80 a month for a household of four.

Don't Expect President Obama to Talk About Race--Yet--By Earl Ofari Hutchinson

So there was more than a dose of irony mixed with a hint of disappointment when Urban League President Marc Morial minced no words and implored President Obama to talk about black issues. Morial can’t be blamed for trying to nudge the president to say and do more about black issues. They are still just as tormenting today as they were when the Illinois junior senator spoke out on them. The State of Black America report as it has done almost ritually for the past decade warns that blacks are less likely to own their own homes, die earlier, are far more likely to be jailed disproportionately and receive longer sentences, receive less or poorer quality health care and earn far less than whites. They attend failing public schools, and are more likely the victims of racially motivated hate crimes than any other group.
Even without the heavy weighted preoccupation with cleaning up the Wall Street mess and jumpstarting a moribund economy, President Obama still wouldn’t likely frontally talk about race. One reason is practical, transparent, and carries far less risk than bringing in the race issue. Obama’s oft stated stance is that the gaping racial disparities that the Urban League chides him to address can best be dealt with by greater funding outlays and more proactive programs and initiatives on health care and education reform, and by the creation of thousands of new jobs, and energy and technology expansion and independence. It’s a variation on the old rising tide lifts all ships approach to solving the problems of the poor, and since the ships that are in the poorest shape of all are those of the poor and minorities, they will benefit the most by this approach. Stand alone talk about race just muddies things up.
The three GOP presidents at times were hammered hard by hard line Christian fundamentalists and ultra conservatives to say and especially do more to gut affirmative action, abortion rights, environmental regulations, and a full court press to slash government spending and government. Whatever they did was never enough to satisfy the critics on the far right.
It’s the same with Obama. The only difference is that since he’s African-American he’s expected to talk about race. There still time, lots of time, for him to kiss the racial ring. That’s inevitable. It just won’t be now.

Poor People's Campaign Tour
The tour held in February was well attended by students from Kentwood High School, Southeastern University Louisiana, and volunteers from Boston, MA. Dr. Ron Walters, Director of the African American Leadership Institute and Professor Rebecca Hensley of Southeastern University Louisiana. Several volunteers from New Orleans, LA collected clothing, shoes, and other goods to distribute during the tour. Volunteers from Boston, MA drove thousands of miles to contribute donations collected in Boston, MA, Jersey City, NJ and Philadelphia, PA to the people in the Mississippi Delta.
This week's Poverty Awareness Tour was designed to give SCLC's President Dr. Byron Clay and members of the SCLC, an insight on the existing issues of poverty in Mississippi. It is the first tour of its kind for Dr. Byron Clay and members of the SCLC.
Dr. Bryon Clay was astonished to find that many of the homes toured did not have running water and gas for cooking. Many of the homes they toured had holes in the floors and huge holes in the roof. A couple living in a deteriorating trailer in Anquilla, MS had no refrigerator. A box fan was hanging from the ceiling to keep them cool. Dr. Byron Clay pledged $10,000 to help build a home for a family in Lambert, MS.
The Poor People's Campaign March will take place June 19-21. On Friday, June 19, 2009, Gathering of Hearts and SCLC will hold a public hearing in the town of Lambert, MS to address human right issues, such as affordable housing, health care, education, jobs and many other important issues. The Poor People Campaign March will take place Saturday: June 20th in Jackson, Mississippi. People from all over the United States are expected to attend this much needed hearing, as well as participate in the Poor People's Campaign March. We are inviting non-profit organizations, scholars, community leaders, church leaders and others to attend this public hearing.
In 1968, Martin Luther King, Jr. and the Southern Christian Leadership Conference (SCLC) organized the Poor People's Campaign to address issues of economic justice. The march originated in Marks, Mississippi. From there, Dr. King crisscrossed the country to assemble "a multiracial army of the poor" that would descend on Washington engaging, if need be, in nonviolent civil disobedience at the Capitol-until Congress enacted a poor people's bill of rights. Dr. King's economic bill of rights called for massive government jobs programs to rebuild America's cities. He saw a crying need to confront a Congress that had demonstrated its "hostility to the poor" appropriating "military fund and alacrity and generosity", but providing "poverty fund with miserliness."
The 1968 Poor People's Campaign did not focus on just poor black people but addressed all poor people of every minority. Poor Mexicans, Puerto Ricans, American Indians and poor whites were included in the campaign. King labeled the Poor People's Campaign the "second phases" of the civil rights struggle.
We must do more to help those in need. "While many people live in the comfort of their own homes and lives, millions of people right here in the United States does not have enough food to eat. Not to mention living in homes with holes in the floors and walls big enough for any small animal to crawl in said," Antoinette Harrell.
"It is essential that we provide those who are in need with resources for standard living. Clean water, affordable housing, health care, 21st century education, jobs, recreation programs for the youth and public transportation, and it all begins with awareness of the problems that many people face on a daily basis," said Harrell. Some animals in this country live better than people. There are dog parks, hospitals for animals, animal daycare centers, and animal hotels. In some towns in Mississippi, there is not one library for children, not one health clinic, dentist office are playground for children.

Mayor Ken Cockrel is Not President Obama by Akindele Akinyemi
Sorry people but Mayor Cockrel is NOT President Obama. Not even close. To compare the two men is ridiculous.
As the sitting mayor, due to the abdication of the mayoral seat by Kwame Kilpatrick, Ken Cockrel gains an advantage that he has previously not enjoyed- a large apparatus of appointees to due his bidding. Ken Cockrel has consistently performed well at the polls, and has earned the top spot on the City Council with strong showings in each election.
He is a favorite among various sectors of the city, particularly with elements of the non-profit community as he has enjoyed their support. He also has had consistency with seniors who remember his father and approve of Ken Jr.’s approach to Council- pragmatic, non-ostentatious, and diligent in responding to citizen needs and request.
He has also enjoyed union support in most of his elections.
But this is no ordinary election coming up on May 5th, and some of the weakness that comes into play for him center on his new role being Mayor.
He has now a set of mayoral appointees, but many are holdovers from the Kilpatrick Administration. Will they be loyal to him and campaign with zeal, or will they go through the motions and have ties into other camps?
Indeed Mayor Cockrel's biggest challenge will be to balance the act of governing and campaigning.
While many would agree that he has experience and knowledge of issues affecting Detroit governance, Council members, by virtue of the City Charter is woefully devoid of information that affects service delivery. The budget discussions that council members have really are discussions of capacity and priority, while the administration is dealing with logistics and emergent issues.
Issues such as the following:
Campaign finances.
Non-disclosure of contributions received for high profile parties paid for by businesses.
After 11 years on Council, Mayor Cockrel still lacks knowledge of administrative procedures.
Supported Kilpatrick leanings 90% of the time when on Council.
Did not call for Kilpatrick’s resignation until the Detroit Free Press broke the story of the $8.4 million lawsuit.
The City’s $300 million debt was incurred under Mayor Cockrel’s not so watchful eye.
The Tunnel Deal – The Tunnel is one of the few revenue producing assets the City has. The sale of the Tunnel means a short- term gain for a long-term problem. If this deal goes through, the City will have to face the loss of this revenue in the next fiscal year.
Business friendly – Mayor Cockrel helps with downtown development but does not create a balance for the neighborhoods.
Mayor Cockrel was pursuing the money Mike Ilitch received from the city for maintenance of historic Tiger Stadium – I have not heard the results of Cockrel’s investigation.
Kim Cockrel was laid off from her job as a school teacher and immediately went to work for the DMC whose CEO is Conrad Mallett, a member of Kilpatrick’s transition team in 2001. As Ken Cockrel’s Campaign Manager, has Mrs. Cockrel taken an unpaid leave of absence from her position at the DMC?
To be perfectly honest Mayor Cockrel, in my opinion, is seriously overrated. He is not alert or aware as we had hoped he would be. His impression as Detroit City Council President was not strong at all. He was there, but not an impressive figure, and his role as Mayor has been equally unimpressive. Cockel platform is vague, and it's not clear what he's standing for. He says people will trust this administration, and the first thing we hear brings on a lack of trust.
Furthermore, what will Mayor Cockrel do to suffice about the projects are being pursued by people who know what they are doing?
And if Mayor Cockrel talks about demolition projects, such as demolition by neglect, parking empires, and general blight generation, I would advise him to do so right away. The City of Detroit does not have eminent domain. Therefore, will Mayor Cockrel talk to the Ilitches about the off-hockey-site properties, the Broderick near Capitol Park and the mental hospital about the owners of the office building and hotel at Park and Adams as well as the 7-acre parking lot at the corner of I-375 and Gratiot ?
What really hinders Detroit’s CBD development is the lack of money, lack of resources, and a general lack of market demand (historically but especially now). If half the effort devoted to attacking “the city” were devoted to business attraction or actually running successful, market-rate businesses here, things like the Lafayette Building demolition would not even be on the table. But why would Mayor Cockrel want to contract demolition experts from Macomb County and other areas instead of using demolition experts here in Detroit to tear down buildings for redevelopment? One of the greatest contributing factors to high unemployment in Detroit is the lack of people hiring each other and contracting each other's business in the city limits.
Ken Cockrel is not President Obama or even close so I hope people do not look at him as Obama. To do so would make us a laughing stock in the City of Detroit and the region.
My Perspective: MARCH MADNESS
I want to thank you for this moment to speak to you.
With all the buzz about March Madness, it is time for us as Americans to consider our own March Madness theory when it comes to politics.
When you think of March Madness, you think of a 65 team tournament that is mixed with teams from all Conferences that compete to be crowned the national champion. However in the midst of March Madness fever, many of us get caught up in the buzzer beaters, the Cinderella stories, the upsets and just the pure delight of great basketball games. In fact it would be no March Madness without the upset stories that come with the tournament.
That’s why in politics, we need our own March Madness. We need our own upset stories. We need our own Cinderella stories. We need our own buzzer beaters and shock the world occurrences.
When you think about the political landscape today, it is obvious that the Democratic and Republican Parties are the big dogs on the block. The Democratic and Republican Parties are the favorites to win any political race.
In fact many people say that voting for anything besides a Democrat or Republican is a waste of your vote. However last time I checked every vote matters and every vote counts.
I guess that doesn’t apply unless you vote for a Republican or Democrat.
Well I’m here to tell you that the left-right paradigm that has dominated the political landscape year after year is about to get some competition.
The underdog, the Cinderella, and the unlikely of candidates are about to emerge on the political scene like never before. In fact, it is time for political upsets like those in the NCAA tournament to occur more often.
I’m tired of people downplaying third party candidates. I’m tired of the national news media and even local news media ignoring the third party candidates. America needs a Cinderella story and that is exactly why this is the beginning of our March Madness.
For far too long, the political landscape in America has been dominated with the heavyweights of both the Democratic and Republican Parties. Well now is the time for Cinderella stories like myself to change the landscape of politics like we have never seen before.
This is our moment to showcase to the world that America is not a two party political system but it is so much more. It is time for independents to dominate the political landscape and start thinking for themselves and not for a political party but for America.
This is our March Madness and I’m ready to shake up the political landscape. I’m ready to upset some of the biggest named candidates out there and I’m ready to challenge the status quo of the political spectrum which is the left-right paradigm.
I’m not a Democrat or a Republican. I’m an American and I’m Independent. I do what is best for my country and me not what is best for a political party. I’m feeling the March Madness fever and let me tell you, it is starting to sweep across the nation.
March Madness fever is getting stronger by the day and the reality is that if you are willing to stand with me than we can finally take down the left-right paradigm. We can create the Cinderella story like Jimmy Valvano and North Carolina State did. This is the moment where we shock the world and change the political landscape in America forever.
I’m tired of all the talk about Democrats and Republicans. I’m tired of all the talk about two political parties which are the majority in this country.
Its time to start talking about other political parties. What about the Green Party? What about the Libertarian Party? What about the Constitution Party? What about the Independent Party? What about the Moderate Party? What about the Independence Party of America?
Well let me tell you, it is their time to be heard but most of all it is time for us, the American people to be heard not by just two political parties but all political parties. It is time for us the American people to be heard and it is time for us to have our own March Madness in our local communities, our states and in America when it comes to politics.
The time has come for us to shake up the political landscape and create chaos in our political races by looking at all candidates no matter their party affiliation. The time has come for us to have some upsets in political elections. The time has come for us to finally be the democracy and republic that our founding fathers wants us to be.
I don’t know about you all but I am feeling the March Madness fever. I believe that the time has come for quote unquote third party candidates to be given a chance. The time has come for all of us as Americans to increase our options when it comes to who we vote for. Don’t be closed minded but be open minded and look at all candidates in a race and not the quote unquote top two.
We shouldn’t be consolidated to just two political parties. In fact the March Madness fever that I am feeling begins with us focusing on the quote unquote political Cinderella’s and underdogs.
We need to stop this notion that if you don’t vote for a Democrat or a Republican you are wasting your vote. Let me be clear and honest, until America has a voting percentage of eligible voters and registered voters that votes at 90 to 100% than no vote is a wasted vote.
Give me a break people, nearly 40% of all eligible and registered voters in this country don’t even vote. However we want to criticize those who do vote for candidates that are not Democrats or Republicans. Give me a break!
Every vote matters and there is no such thing as a wasted vote when someone takes the time out of their day to do their patriotic duty and vote. When so many Americans don’t vote, it is a shame that some of us think voting for a candidate that isn’t a favorite or isn’t a part of the major two parties is a wasted vote.
That’s why this March Madness fever I am feeling gives new life to voting period. Until all Americans vote in every election, I don’t want to hear this notion that any American that doesn’t vote for a Democrat or a Republican is a wasted vote. Give me a break people and let’s be real, this is the March Madness that our country has been craving for when it comes to politics for years.
Well the time has come to look at all political candidates regardless of their political party affiliation. This is the time for us to look for the best candidate regardless of their political affiliation. It’s not about Democrat or Republican any more, it’s about America. It has always been and that’s the way it always should be.
It’s time for us to look at the quote unquote underdog and Cinderella. I’m ready and I’m feeling the emergence of a new wave of how we vote in this nation. I’m feeling the March Madness fever and let it be clear that every vote matters no matter who you vote for and every candidate matters as well.
No longer can we ignore quote unquote third party candidates and no longer can we be stuck on voting for a Democrat or a Republican.
This is our March Madness people and if you only wake up and realize it than we can change the political spectrum as we know it forever.
Let’s create our own March Madness right here, right now.
The time has come and I believe that we are ready for own political March Madness.
So if you are with me than spread the word and let’s make it happen not now but right now.
White House optimistic GM can avoid bankruptcy
The official reiterated the White House's position, however, that "targeted use of the bankruptcy code" could be employed if necessary.
"We remain optimistic that significant re-structuring can be executed without the use of the bankruptcy code," the official told Reuters.

U.S. says to turn to U.N. if North Korea launches missile
North Korea has said it will launch a communications satellite between April 4 and 8 under its space program. Washington and its allies in Asia see the plan as a disguised long-range missile test.
The U.S. official, speaking on condition of anonymity on the sidelines of a G20 meeting in London, said Washington would react if North Korea launched a missile.
"There are U.N. Security Council resolutions so I would expect we would be talking to the U.N. Security Council about how to respond," the official told reporters.
"The president made clear we are deeply concerned about the prospective missile launch by the North Koreans ... That this is provocative to the region and contrary to U.N. Security Council resolutions ... There will be a reaction to it."

EPA to test air around 62 schools in 22 states--By DINA CAPPIELLO, Associated Press Writer
The EPA announced Tuesday a list of 62 schools in 22 states where the outdoor air will be tested for toxic air contaminants. The agency will work with state and local officials to begin the monitoring at the selected schools within three months.
While the EPA and state and local governments already operate air pollution monitoring networks that collect information on a variety of air pollutants, this will be the first time school-yard air quality will be the focus of their investigations.
The contaminants to be tested vary depending on the school. But the focus is toxic chemicals that are known to cause cancer, respiratory and neurological problems — especially in children, who are more susceptible than adults because they are still growing.
The monitors will measure the air for gases as well as solid particles such as heavy metals and soot, the EPA said.
"EPA, state, and local officials are mobilizing to determine where elevated levels of toxics pose a threat, so that we can take swift action to protect our children at their schools," said EPA Administrator Lisa Jackson. The agency will spend $2.25 million purchasing the monitors and paying for the laboratory analysis.
The schools were chosen because of their proximity to industrial facilities or other sources of pollution.
The list includes an elementary school and middle school in Deer Park, Texas, with about 1,500 students. The schools are located about one-quarter of a mile from the petrochemical plants and refineries that line the Houston Ship Channel.
Matt Lucas, a spokesman for the Deer Park Independent School District, said the district was notified of the monitoring on Monday. The school already cancels recess on days when smog — a persistent problem in the Houston area — reaches dangerous levels.
"Of course, we are going to cooperate and we look forward to seeing the results of the study, and we hope the EPA will advise us accordingly," Lucas said.
Three schools in Birmingham, Ala., near pipe and steel manufacturing plants also made the EPA list.
Michaelle Chapman, a Birmingham City Schools spokeswoman, said that one of the schools, Lewis Elementary, had already been monitored and the district was waiting for the results.
"We are not aware of any health problems that children who attend these schools are experiencing because of air quality," she said in a statement.
She said an EPA official who contacted the school in December urged parents not to panic.
The full list of schools that will be monitored can be found on the EPA's Web site at http://www.epa.gov/schoolair.
Once in place, the new equipment will collect air samples on 10 days over a month. The EPA will cease monitoring at the school if the results show good air quality. But if high levels of contaminants are detected, the agency will take steps to reduce the pollution.
Get "junk" food out of U.S. schools: PTA, diet group--By Charles Abbott
They backed an overhaul of federal rules so all food sold in schools must meet nutritional standards similar to school lunches. High-fat, high-sugar or high-calorie "competitive" foods now can be sold anytime outside of school cafeterias.
Roughly 17 percent of school-age children are obese, triple the rate in 1980 rate and "an epidemic in the United States," says the Centers for Disease Control and Prevention. Obesity increases the risk of diabetes, heart disease, arthritis and other chronic illnesses.
"The best interests of our children demand that the nutrition standards be modernized," said Byron Garrett of the National Parent Teacher Association during a Senate Agriculture Committee hearing on "reforming nutrition for kids in school."
National standards are needed, the dietitian group said, so all children "have equal opportunity to a healthy school environment."
U.S. child nutrition programs like school lunch and the Women, Infants and Children feeding program are due for renewal this year. They cost $21 billion a year.
School meals comply for the most part with the Dietary Guidelines for Americans, which encourage exercise and more consumption of fruits and vegetables, said Agriculture Committee chairman Tom Harkin.
But sugary drinks, candy and high-fat snacks undermine the investment in good food, Harkin said, because "on an average day only 62 percent of American kids who could do so eat the federally sponsored lunch."
Sens Richard Lugar and Amy Klobuchar spoke in favor of national standards during the hearing. Sen. Mike Johanns said he disliked heavy-handed regulation and Sen. Saxby Chambliss said physical exercise should be part of the school day.
Reginald Felton of the National School Boards Association noted that some schools rely on snack sales to help cover costs. He contended that students would buy snack food outside school if it was unavailable inside the building.
Susan Neely of the American Beverage Association said that under a 2006 voluntary guideline, "there has been a 58 percent decrease in beverage calories shipped to schools." She said the guideline should become mandatory. Mars Snackfood US said it supported an update of school nutrition standards and described the work of the nonprofit Alliance for a Healthier Generation to limit fat and sugar content in snack foods.

School chief: Mayors need control of urban schools--By LIBBY QUAID, AP Education Writer Libby Quaid, Ap Education Writer
Duncan said mayoral control provides the strong leadership and stability needed to overhaul urban schools.
Mayors run the schools in fewer than a dozen big cities; only seven have full control over management and operations. That includes Chicago, where Duncan headed the school system until joining the Obama administration.
Speaking at a forum with mayors and superintendents, Duncan promised to help more mayors take over.
"At the end of my tenure, if only seven mayors are in control, I think I will have failed," Duncan said.
He offered to do whatever he can to make the case. "I'll come to your cities," Duncan said. "I'll meet with your editorial boards. I'll talk with your business communities. I will be there."
Urban school superintendents generally last three years or less, Duncan noted. He acknowledged Baltimore schools chief Andres Alonso, asking how many superintendents the city had in the past 10 years. The answer was seven.
"And you wonder why school systems are struggling," Duncan said. "What business would run that way?"
After the forum, Duncan told The Associated Press that urban schools need someone who is accountable to voters and driving all of a city's resources behind children.
"Part of the reason urban education has struggled historically is you haven't had that leadership from the top," he said.
"That lack of stability, that lack of leadership is a huge part of the reason you don't see sustained progress and growth," Duncan said.
It is unusual for a Cabinet secretary to weigh in on local matters. Yet Duncan has been emphatic on the subject, calling for mayoral takeover of Detroit public schools and for New York lawmakers to renew the law giving Mayor Michael Bloomberg control over his city's schools.
Duncan said it's impossible to have a great city without great schools that provide a skilled work force to bring and keep jobs.
"Given how far every city has to go until every child receives a high-quality education, we need to push on this very, very hard," Duncan said. "And given the fact so few cities have mayoral control, that's a huge impediment that hasn't been talked about enough."
In Detroit on Tuesday, mayoral candidate and professional basketball Hall-of-Famer Dave Bing endorsed a mayoral takeover of the school system. Bing is challenging Mayor Ken Cockrel Jr. to finish the term of Kwame Kilpatrick, who stepped down last year amid criminal cases. Cockrel has said he is open to the idea, but not until the city gets its finances under control.
Duncan's position could make for an awkward exchange later this week — he plans to speak Saturday in San Diego to the National School Boards Association, which represents local school boards that control districts across the country and opposes mayoral control.
Association official Michael Resnick said local school boards are the backbone of community representation in schools.
"Education is too important to fall onto the already lengthy list of functions that mayors are managing," Resnick said.
Duncan responded later: "What's more important than educating a city's children? What could be more important than that?" he told the AP.
Mayoral control is worth considering in about 400 of the biggest school districts, said Kenneth Wong, a Brown University professor who studies the issue. Those districts enroll about a third of the nation's 50 million school children.
"I think the time has come; there has been enough research suggesting it is a promising strategy," Wong said.
"The way I look at it is, we are talking about real accountability," Wong said. "A lot of urban school systems are playing this game of blaming one another — the superintendent blames the school board; the school board blames the union.
"With the mayor in charge, there ultimately is one single official held accountable every four years, whether they're doing a good job or not," Wong said.

Stimulus dollars to be released for schools--By LIBBY QUAID, AP Education Writer
To mark the occasion, Education Secretary Arne Duncan on Wednesday is visiting first- and fifth-grade classes at Doswell Brooks Elementary School in Capitol Heights in the Maryland suburbs of Washington.
Public schools will get an unprecedented amount of money — double the education budget under President George W. Bush — from the stimulus law over the next two years.
On Wednesday, the administration is making available half of the dollars for federal programs that fund kindergarten through 12th grade and special education. In addition, Duncan will provide applications for states to get money from a special fund to stabilize state and local budgets.
President Barack Obama says the stimulus will save teachers' jobs, although there is no estimate of how many jobs will be rescued. Nationwide, about 294,000 teachers — 9 percent — may face layoffs because of state budget cuts, according to a University of Washington study.
However, loopholes created by Congress could let states and school districts spend the money on other things, such as playground equipment or new construction.
The White House has stymied efforts by lawmakers in South Carolina to accept that state's share of $48.6 billion made available under the stimulus law to help states cope with their budgets and keep teachers employed. South Carolina Republican Gov. Mark Sanford has said he may decline more than $700 million because the White House won't let him spend the money to pay down his state's debt.
In a letter to Sen. Lindsey Graham, R-S.C., the White House said there was no provision in the stimulus law for a state legislature to accept that money without approval by the governor. In its letter, obtained by The Associated Press, the White House Office of Management Budget urged Congress to change the law.
"It would be an unfortunate (and we believe an unintended) policy outcome if the children of South Carolina were to be deprived of their share of federal stimulus dollars ... because the governor chooses not to apply for stimulus funds," OMB Director Peter Orszag wrote Tuesday.
Duncan said last week he will "come down like a ton of bricks" and withhold the second round of funds from anyone who defies Obama's wishes.
At the same time, the administration wants to do more than save teachers' jobs. Obama wants to transform the federal government's role in education. His administration views the stimulus bill as a once-in-a-lifetime chance to put lasting reforms in place.
In their applications, states must show improvement in teacher quality, data systems, academic standards and tests and supporting struggling schools.
States and districts will also have a chance to compete for money from a $5 billion fund solely for these kinds of innovations. Previous education secretaries had a fraction of that, about $16 million a year, to distribute for their own priorities.

Obama's aunt's immigration case set for 2010--By DENISE LAVOIE, Associated Press Writer
Zeituni Onyango (zay-TUH'-nee awn-YAHN'-goh) had an initial appearance in U.S. Immigration Court in Boston on Wednesday. At the brief hearing, a judge set her case to be heard Feb. 4, 2010.
Onyango wore a curly red wig to the hearing and declined to comment to reporters as she was led away from court by her attorneys and Federal Protective Service police.
Onyango, 56, first applied for asylum in 2002, but her request was rejected and she was ordered deported in 2004. She did not leave the country and continued to live in public housing in Boston.
Her lawyer, Cleveland immigration attorney Margaret Wong, said in a statement Wednesday that Onyango first applied for asylum "due to violence in Kenya," but she did not reveal what grounds she has cited in her renewed bid for asylum. The court hearing was closed at her lawyer's request.
Wong's spokesman, Mike Rogers, said the hearing date was set for nearly a year later because Judge Leonard Shapiro's calendar is so booked.
Ilana Greenstein, a Boston immigration attorney who handles a large volume of asylum cases, said 10 months between the initial hearing date and the next hearing is common in immigration court.
"That's just the way it goes," she said. "Most of the judges are so overloaded, their case logs are so astronomical that they are forced to set cases out up to 18 months."
Obama has said he did not know his aunt was living here illegally and believes laws covering the situation should be followed.
Onyango's status as an illegal alien was revealed just days before Obama was elected in November. After intense media coverage, Onyango left Boston and went to Cleveland to live with a relative.
In December, a judge agreed to suspend her deportation order and reopen her asylum case.
Wong said in a statement that she is "working hard to keep matters in the court system and towards a favorable outcome for Ms. Onyango."
Onyango, the half-sister of Obama's late father, first moved to the United States in 2000.

Feds seek to reverse Ted Stevens' conviction--By DEVLIN BARRETT, Associated Press Writer Devlin Barrett, Associated Press Writer
The department is abandoning a hard-fought victory that had turned into an embarrassment. The prosecutors who handled the trial have been removed from the case and their conduct is under investigation.
A week after his conviction, Stevens lost his Senate seat in the November election. The patriarch of Alaska politics since before statehood, Stevens, 85, also was the longest serving Republican senator.
He appealed his conviction and has been awaiting sentencing.
Stevens was convicted of seven felony counts of lying on Senate financial disclosure forms to conceal hundreds of thousands of dollars in gifts and home renovations from a wealthy oil contractor.
The trial was beset by government missteps, which continued even after the guilty verdict was read. The trial judge grew so infuriated he took the unusual step of holding the Justice Department in contempt.
In court filings, the Justice Department admitted it never turned over notes from an interview with the oil contractor, who estimated the value of the renovation work as far less than he testified at trial.
"I have determined that it is in the interest of justice to dismiss the indictment and not proceed with a new trial," Holder said in a statement released Wednesday. He said the department must ensure that all cases are "handled fairly and consistent with its commitment to justice."
The Justice Department is seeking to have the indictment against Stevens dismissed. If U.S. District Judge Emmet Sullivan agrees, Stevens' conviction would be vacated.
Stevens' attorneys praised Attorney General Eric Holder as "a pillar of integrity" for his decision to disregard a jury verdict that they said was obtained unlawfully.
"In essence, the government tricked the jury into returning a tainted verdict against the senator based on false evidence," Stevens' lawyers Brendan Sullivan Jr. and Robert Cary said in a statement.
"This case is a sad story and a warning to everyone. Any citizen can be convicted if prosecutors are hell-bent on ignoring the Constitution and willing to present false evidence," their statement said.
In December, Stevens asked a federal judge to grant him a new trial or throw out the case, saying his trial had many deficiencies.
Judge Sullivan held Justice Department lawyers in contempt in February for failing to turn over documents as ordered. He called their behavior "outrageous."
The judge had ordered Justice to provide the agency's internal communications regarding a whistle-blower complaint brought by an FBI agent involved in the investigation of Stevens. The agent objected to Justice Department tactics during the trial, including failure to turn over evidence and an "inappropriate relationship" between the lead agent on the case and the prosecution's star witness.
The decision was first reported Wednesday by National Public Radio.
Sen. Mark Begich, the Democrat who won Stevens' seat away from him, called the decision to drop the case "reasonable."
"I didn't think Senator Stevens should serve time in jail and hopefully this decision ensures that is the case," Begich said in a statement.
US, Russia say they want to reduce nuke warheads

White House spokesman Robert Gibbs noted that the two countries have not settled on a new cap for nuclear arms. In the 2002 Treaty of Moscow, they committed to limiting their nuclear warheads to between 1,700 and 2,200. But that treaty is considered far weaker than the soon-to-expire START (strategic arms limitation) 1991 pact.
The Kremlin has made clear it believes it is up to Washington to open the effort with concessions.
U.S.-Russia relations have deteriorated in recent years to lowest point since the early 1980s. And Obama has indicated less enthusiasm than predecessor George W. Bush for the proposed U.S. missile defense system based in Eastern Europe.
It's an idea whose time shouldn't come, Russia has argued.
Irish unemployment soars to 11%
The Central Statistics Office (CSO) said 173,279 extra people had signed on for benefits on the state's Live Register in the year to March, the largest annual increase since records began in 1967.
The month-on-month increase in the number signing on in March was 16,834.
This brought the number of people signing on in March to 371,271, which is also the highest since records began, said a CSO spokeswoman.
Irish Prime Minister Brian Cowen told parliament that a drop in unemployment was unlikely in the short term.
"The recent rise showed some signs of abating however a fall is unlikely in coming months," Cowen said.
Main opposition leader Enda Kenny of Fine Gael described the jobless increase as "appalling."
The Live Register is not designed to be a fully accurate measure of unemployment, however, because it includes part-time workers and casual staff entitled to benefits.
Jobless rates rise in all US metro areas in Feb.--By JEANNINE AVERSA, AP Economics Writer
The U.S. Labor Department reported Wednesday that all 372 metropolitan areas tracked saw their jobless rates rise in February from a year earlier.
Elkhart-Goshen and Hickory-Lenoir-Morgantown were both hammered by manufacturing layoffs.
Eklhart-Goshen's jobless rate soared to 18 percent, up 12.5 percentage points. The area has been battered by layoffs in the recreational vehicle industry. RV makers Monaco Coach Corp., Keystone RV Co. and Pilgrim International have cut hundreds of jobs.
The unemployment rate in Hickory-Lenoir-Morgantown, hit by layoffs at furniture makers, jumped to 15.7 percent, a 9.3 percentage point increase.
Fallout from housing, credit and financial crises — the worst since the 1930s — is forcing companies to lay off workers and resort to other cost-saving measures to survive the recession.
3M Co., the maker of Scotch tape, Post-It Notes and other products, said Tuesday it's cutting another 1,200 jobs, or 1.5 percent of its work force, because of the global economic slump. Fewer than half the jobs will be in the U.S., but include "several hundred" in its home state of Minnesota, a company spokeswoman said. The 1,200 figure includes cuts made earlier in the first quarter.
The U.S. unemployment rate, released last month, rose to 8.1 percent in February, the highest in more than 25 years. Economists predict the national jobless rate will climb to 8.5 percent in March. The government releases that report on Friday. It will probably hit 10 percent by year-end even if the recession were to end later this year, they said.
El-Centro, Calif., continued to lay claim to the highest unemployment rate — 24.5 percent. The jobless rate is notoriously high in the area, where many unemployed are seasonal agriculture workers.
Following close behind were Merced, Calif., with a jobless rate of 19.9 percent, and Yuba City, Calif., at 18.9 percent. Elkhart-Goshen rounded out the top four.
Louisiana's Houma-Bayou Cane-Thibodaux region had the lowest unemployment rate at 3.5 percent.
Federal Reserve Chairman Ben Bernanke said the recession, which began in December 2007, could end this year, setting the stage for a recovery next year only if shaky financial markets are stabilized.
To brace the economy, the Fed has slashed a key bank lending rate to an all-time low and has embarked on a series of radical programs to inject billions of dollars into the financial system.
The Obama administration's $787 billion stimulus package includes money that will flow to states for public works projects, help them defray budget cuts, extend unemployment benefits and boost food stamp benefits. The administration also is counting on programs to prop up financial companies and reduce home foreclosures to help turn the economy around.
Companies are cutting jobs and other costs to survive the recession. Sales and profits have been hurt as consumers have hunkered down. That's caused the economy to shrink. Analysts believe the economy will keep on shrinking through the first six months of this year.
U.S. private sector axes 742,000 jobs in March
Private employers cut jobs by a record 742,000 in March versus a 706,000 revised cut in February that was originally reported at 697,000 jobs, said ADP, which has been carrying out the survey since 2001.
The big drop foreshadows a huge decline in the non-farm payroll reading in the government's employment report that will be released on Friday, some analysts said.
"It's a terrible number. It is almost a loss of three quarters of a million jobs which is possibly the highest we have seen so far over the length of this crisis," said Matt Esteve, foreign exchange trader with Tempus Consulting in Washington.
U.S. stock futures and the dollar fell after news of the bigger-than-expected job losses, while U.S. Treasury bonds regained some of their lost ground.
Economists had expected 655,000 private-sector job cuts in March in the ADP report, according to a recent Reuters poll.

U.S. plans to ease GM into bankruptcy: report
Citing people briefed on the matter, the Times said the plan is to push GM into a structured bankruptcy "somewhere between a prepackaged bankruptcy and court chaos," using taxpayer financing for leverage.
The administration is drawing in part from its experience with troubled banks, seeking to create a new, healthier GM, but leaving behind its liabilities and less valuable assets, possibly for liquidation, the Times said on its website.
Under the plan, GM would file for prearranged bankruptcy, the report said, and would then use a sale authorized under Section 363 of the U.S. bankruptcy code to sell off desirable assets to a new company financed by the government.
These more valuable assets might include Cadillac and Chevrolet, as well as assets the company needs to run its business, the Times said.
Plans are still under discussion and details are subject to change, the report said.
GM officials warned on Tuesday there was a rising chance it could file for bankruptcy by June.
One plan under discussion would be to form a new company of the automaker's best assets, while laggard brands and money-losing assets would remain under bankruptcy protection, a person familiar with that strategy told Reuters.
President Barack Obama's thinking on the crisis facing GM has not changed since Monday, a senior administration official told Reuters on Tuesday.
"Nothing has changed on this," the official said when asked about a Bloomberg report that the president has determined that a prepackaged bankruptcy is the best way for GM to restructure and become competitive. "This report is not accurate."
The White House wants the 60-day period for GM and a 30-day period for Chrysler to play out, as announced by the president on Monday, the official said, speaking on condition of anonymity.

Pardon sought for first black heavyweight champ--By FREDERIC J. FROMMER, Associated Press Writer

"When we couldn't beat him in the ring, the white power establishment decided to beat him in the courts," Burns told the AP in a telephone interview. Burns' 2005 documentary, "Unforgivable Blackness: The Rise and Fall of Jack Johnson," examined Johnson's case and the sentencing judge's admitted desire to "send a message" to black men about relationships with white women.
Rove doesn't recall any such conversation with Burns, his spokeswoman Sheena Tahilramani said, and "if he had been approached, he wouldn't have offered an opinion."

LYRICS : [Chorus: Cee-lo]
Now that all the smoke is gone
(Lighter)
And the battle's finally won
(Gimme a lighter)
Victory (Lighters up) is finally ours
(Lighters up)
History, so long, so long
So long, so long
[Verse 1: Jay-Z]
In search of victory, she keeps eluding me
If only we could be together momentarily
We can make love and make history
Why won't you visit me? until she visit me
I'll be stuck with her sister, her name is defeat
She gives me agony, so much agony
She brings me so much pain, so much misery
Like missing your last shot and falling to your knees
As the crowd screams for the other team
I practice so hard for this moment, victory don't leave
I know what this means, I'm stuck in this routine
Whole new different day, same old thing
All I got is dreams, nobody else can see
Nobody else believes, nobody else but me
Where are you victory? I need you desperately
Not just for the moment, to make history
[Chorus: Cee-lo]
Now that all the smoke is gone
(Lighters)
And the battle's finally won
(Lighters)
Victory is finally ours
(Yeah)
History (yeah), so long, so long
So long, so long
[Verse 2: Jay-Z]
So now I'm flirting with death, hustling like a G
While victory wasn't watching took chances repeatedly
As a teenage boy before acne, before I got proactiv I couldn't face she
I just threw on my hoodie and headed to the street
That's where I met success, we'd live together shortly
Now success is like lust, she's good to the touch
She's good for the moment but she's never enough
Everybody's had her, she's nothing like V
But success is all I got unfortunately
But I'm burning down the block hoppin' in and out of V
But something tells me that there's much more to see
Before I get killed because I can't get robbed
So before me success and death ménage
I gotta get lost, I gotta find V
We gotta be together to make history
[Chorus: Cee-lo]
Now that all the smoke is gone
(Lighters. Up.)
And the battle's finally won
(Lighter. Up.)
Victory is finally ours
(Lighters. Up.)
History, so long, so long
So long, so long
[Verse 3: Jay-Z]
Now victory is mine, it tastes so sweet
She's my trophy wife, you're coming with me
We'll have a baby who stutters repeatedly
We'll name him history, he'll repeat after me
He's my legacy, son of my hard work
Future of my past, he'll explain who I be
Rank me amongst the greats, either 1, 2, or 3
If I ain't number one then I failed you victory
Ain't in it for the fame that dies within weeks
Ain't in it for the money, can't take it when you leave
I wanna be remembered long after you grieve
Long after I'm gone, long after I breathe
I leave all I am in the hands of history
That's my last will and testimony
This is much more than a song, it's a baby shower
I've been waiting for this hour, history you ours
[Chorus: Cee-lo (2x)]
Now that all the smoke is gone
And the battle's finally won
Victory is finally ours
History, so long, so long
So long, so long
Man in the Mirror--By Michael Jackson
I'm gonna make a change,
for once im my life
It's gonna feel real good,
gonna make a diference
Gonna make it right...
As I, turn up the collar on
my favorite winter coat
This wind is blowing my mind
I see the kids in the streets,
with not enought to eat
Who am I to be blind?
Pretending not to see their needs
A summer disregard,a broken bottle top
And a one man soul
They follow each other on the wind ya' know
'Cause they got nowhere to go
That's why I want you to know
I'm starting with the man in the mirror
I'm asking him to change his ways
And no message could have been any clearer
If you wanna make the world a better place
(If you wanna make the world a better place)
Take a look at yourself, and then make a change
(Take a look at yourself, and then make a change)
(Na na na, na na na, na na, na nah)
I've been a victim of a selfish kind of love
It's time that I realize
That there are some with no home, not a nickel to loan
Could it be really me, pretending that they're not alone?
A willow deeply scarred, somebody's broken heart
And a washed-out dream
(Washed-out dream)
They follow the pattern of the wind ya' see
'Cause they got no place to be
That's why I'm starting with me
(Starting with me!)
I'm starting with the man in the mirror
(Ooh!)
I'm asking him to change his ways
(Ooh!)
And no message could have been any clearer
If you wanna make the world a better place
(If you wanna make the world a better place)
Take a look at yourself, and then make a change
(Take a look at yourself, and then make a change)
I'm starting with the man in the mirror
(Ooh!)
I'm asking him to change his ways
(Change his ways - ooh!)
And no message could have been any clearer
If you wanna make the world a better place
Take a look at yourself and then make that..
(Take a look at yourself and then make that..)
CHANGE!
I'm starting with the man in the mirror
(Man in the mirror - Oh yeah!)
I'm asking him to change his ways
(Better change!)
No message could have been any clearer
(If you wanna make the world a better place)
Michael Jackson - Man in the mirror
A Change is Gonna Come by Sam Cook
It's been a long time coming but a change is surely going to come in America and the World! I am the Future of America and the World and that is the message that each of us must carry with us each and every day that we wake up on Earth! I am the Future! You are the Future! We are the Future of America and the World! That is way every election is important--primaries, special elections and general! So vote every year and hold our politicians accountable. Hold our political officials accountable by writing them, calling them and making sure they attend meetings that we the people have. "The Time for Change is not Now but Right Now!"
"EmPOWERment By Any Means Necessary" should be our anthem and should be our creed as we make the positive differences in America and the world that so many people beg for and hungry for year after year! A Change is Gonna Come, A Change is Gonna Come, that's what we must say as we say "God grants us the serenity to accept the things we cannot change, Courge to change the things we can, and the wisdom to know the difference" each morning before we go about the task of making a positive change in America and the world a reality.
Born In The U.S.A. - Bruce Springsteen
“When will people realize that we are Americans first and foremost, not Democrats or Liberals, not Republicans or Conservatives, not Independents or moderates. We are Americans. Stop putting a political party above America and stop putting any politican above America. America succeeds because of us the people holding our government responsible no matter the political party because the main two political parties are to blame for the condition America is in."—Hodari P.T. Brown
America with its flaws and all is a country I am proud to have been born in. America is not perfect but my love for it is perfect. That’s why all Americans must realize that we are all Americans. In fact we are Americans first and foremost. We are not Democrats or Republicans. We are Americans.
We are not Muslims, Christians or Jews. We are Americans. Too many times we recognize our differences with others rather than appreciating our similarities which are, we are Americans. We are Americans first and foremost, no matter if we were born here or moved here legally. We are all Americans, here in this country to make not only our lives better but the lives of other Americans better so future Americans can enjoy the rights and freedoms that make us all Americans.
We are all Americans. We are one party united under God. We are Americans and this is the only political party that matters. We are Americans and this is our country so let’s make sure that we make America better than how we found it so future Americans can live prosperous and joyous lives. We are Americans and must not ever forget that.
America will prosper as long we make sure we are doing our part to make it prosper and that means we can’t put any political party or politician above America. Long live America forever and long live America’s service to the world. Together, America and the world will prosper for future generations to enjoy America and the world we live in.
Lift Every Voice and Sing
This video of the ' Negro National Anthem' was originally screened at the historic African-American Church Inaugural Ball in Washington, DC on January 18th, 2009. Many of the esteemed individuals featured in this video in attendance and we presented with the ' Keepers of the Flame' award for the monumental contributions to social justice.
This version of the song was performed by the Grace Baptist Church Cathedral Choir, conducted by Derrick James. The video was produced and donated by Ascender Communications, LLC (www.ascender-c.com) at the request of The Balm In Gilead, Inc.
If I Was President--Wyclef Jean
If I was President that is the people's anthem. We all have ideas of what we can do as President and through this website, we will fulfill our deam as a people!
Somethings Gotta Give--Big Boi ft Mary J Blige
Somethings Gotta Give people and it begins today for all us to make sure that something is us. We the people are sick and tired of suffering. Where is our piece of the Dream that so many people dead for so that we all could see today. This is our time people to change America and the world so that the Next Generation has a better future than the past we inherited.
This is our call to service. This isn't about one political candidate or one political figure. This is about us as people coming together to finally leave up to our potential and achieving the great feats that those before us have achieved. This is our moment to lead our nation and our world to greater heights.
Somethings gotta give people and it starts with us the people making it happen. We have to improve our education system in America. We have to rid the world of the HIV/AIDS epidemic. We have to go to the streets and lift a hand to another in order to decrease poverty in this world. We have to take a stand today and make sure that the future of America and the world is brighter than it has ever been.
Somethings Gotta Give and that is why we must "Remember Each One, Reach One and Teach One so America's future and the World's future continues to prosper."
John Legend - "If You're Out There"
If you're out there than you need to get started in helping to change America and the world. The world and America won't change until you get involved in making the changes you want to see in this world. If you're out there, than you must know that tomorrow started now and today started yesterday so you are behind in helping to the change. If you are tired of hatred, racism, poverty, war, and violence than the time to change it is now. If you want universal health care, world peace, democracy for every nation, equal rights, and happiness for all than you must get involved now to help the save world.
You must believe in the change that you want to see and you must act on making that change a reality. If you're out there than say it aloud and show the rest of America and the world that you're out here to make a real positive change in the communities we stay in. If you're out there than get involved now. I'm calling every women and men to join me as we take back our country right here, right now. If you're out there than the future started yersterday and we are already late so we have lots of work to do but I know we can do it together as one.
YES WE CAN
Yes We Can accomplish anything that we set out to do! We don't need charismatic or inspirational leaders to believe in ourselves and to take responsiblity for our own faith, we just need each other. Yes We Can build a new America and a new world if each of us would take action now to make the changes that we want to see in the world. Yes We Can control government by holding our political officials accountable for their actions by calling them out when they don't pass legislation that supports the common good of all man and by voting in every election to ensure that we have people representing the people locally, state wide, nationally and in the world.
Yes We Can be great! Yes We Can be what we want to be! Yes We Can be glorious in not only America but the world! Yes We can put action behind our worlds and change the world starting right here, right now! Yes We Can as Republicans, Democrats and Independents become one as we freely think about our fellow men and women and make decisions that will be in the best interest of all people and not one single group.
Yes We Can be the change that we want to see in the world! Yes We Can show the world that the youth are ready to lead! Yes We Can put our egos, our social economic statuses, our religions, our educational statuses and our skin color to the side for the better good of the world! Yes We Can be Greater than we have ever been and help others be Greater than they have ever be!
YES WE CAN and YES WE WILL BE VICTORIOUS IN ALL THAT WE DO! YES WE CAN, no matter what others may say, we will be glorious! YES WE WILL and YES WE CAN! YES WE CAN!
YES WE CAN! YES WE CAN! YES WE CAN is what will be sung from every mountaintop, every riverbank, every household, every school yard, every factory, every sporting event, every college campus and even every place you can imagine in the world is where YES WE CAN, will be said and heard!
YES WE CAN!
Keep On Pushing - Curtis Mayfield & the Impressions
Wake Up People! No matter who is elected to any public office, we have to “Keep On Pushing” as a people to make sure they don’t leave us in a worst state than what they inherited. We as a people have to “Keep On Pushing” to make a difference in the lives of others. We have to have an “EmPOWERment By Any Means Necessary” attitude as we continue to push our agenda that we the people deserve and want better. We have to “Keep On Pushing” to bring about change in a positive way that will benefit all Americans no matter their age, their religion or skin color. We have to “Keep On Pushing” to bring about change that will improve our education system, improve our military, improve our national security, improve our healthcare system and improve our economy. We have to “Keep On Pushing” to bring about change that will leave America’s future in a better than how we found it and that will leave the world’s future in a better state than we imagined we could live it. We have to “Keep On Pushing” to make life better for our neighborhoods, our families and even our quote on quote enemies. We have to “Keep On Pushing” to inspire, to uplift and to guide those who need help spiritually, physically and mentally. We have to “Keep On Pushing ” so that our lives, our future generation’s lives and the lives of those who came before us does not die in vein.

A War For Your Soul
A War For Your Soul-regular version from Erisai Films on Vimeo.
The moment has come for us as a nation of people to finally wake up and realize that our destiny and fate in society has rests on our shoulders. We cannot allow the forces of evil and darkness to drain us out. We have to continue to overcome all odds in order to make the future of our nation better and the future of future generations of Americans better. We have to continue to pray to our Lord and we have to continue to uplift each other in prayer as well as take action against those things that are trying to destroy us. We have to stand up once and for all and be the future that we want to be. Now is our time and we shall do together by any means necessary.
This video was created to inspire young African-Americans not to fall prey to some of the problems they face in society. The use of the voice "Master of Darkness" represents evil, which is where the blame of all problems should be placed, and not on any one group of people. This video should not to be used to divide people (Black & White), there are images of heroes that are white in this video, and there are images of Black & White coming together with the words of Dr. King in the background. Some of the images from the past can be unsettling, but they are used to show all Americans how far we have come, and how far we still have to go. This film is being strategically placed in school systems, churches and youth orgs around the country, in hope of helping a lost generation of kids that we as Americans have forgotten. As fellow Americans we must continue to love each other, and take that love and spread it to the rest of the world. **THIS VIDEO IS NOT FOR SALE & I AM NOT ACCEPTING DONATIONS FOR THE FILM, I ONLY WANT THE MESSAGE TO REACH AS MANY PEOPLE AS POSSIBLE WITHOUT ANY HIDDEN POLITICAL OR FINANCIAL AGENDA.
Sitting On the Dock of the Bay by Otis Redding
"The time for sitting is over! The time for action is now! The time for hope without action is hopeless! The time for change without a positive attitude is a change that we can't believe in! We need change that is positive of helping all people! Our time for action is now, our time for hope is now, our time for change is now and our time to believe that we can do whatever we set our minds to is not now but right now!"
STAR SPANGLED BANNER
The Star-Spangled Banner by Francis Scott Key
O say, can you see, by the dawn's early light,
What so proudly we hailed at the twilight's last gleaming?
Whose broad stripes and bright stars through the perilous fight,
O'er the ramparts we watched were so gallantly streaming;
And the rocket's red glare, the bombs bursting in air,
Gave proof through the night that our flag was still there;
O say, does that star-spangled banner yet wave
O'er the land of the free, and the home of the brave?
On the shore dimly seen through the mists of the deep,
Where the foe's haughty host in dread silence reposes,
What is that which the breeze, o'er the towering steep,
As it fitfully blows, now conceals, now discloses?
Now it catches the gleam of the morning's first beam,
In full glory reflected now shines on the stream;
'Tis the star-spangled banner; O long may it wave
O'er the land of the free, and the home of the brave!
And where is that band who so vauntingly swore
That the havoc of war and the battle's confusion
A home and a country should leave us no more?
Their blood has washed out their foul footsteps' pollution.
No refuge could save the hireling and slave,
From the terror of flight and the gloom of the grave;
And the star-spangled banner in triumph doth wave
O'er the land of the free, and the home of the brave!
O! thus be it ever, when freemen shall stand
Between their loved homes and the war's desolation!
Blest with victory and peace, may the heav'n-rescued land,
Praise the power that hath made and preserved us a nation.
Then conquer we must, for our cause it is just.
And this be our motto— "In God is our trust; "
And the star-spangled banner in triumph shall wave
O'er the land of the free, and the home of the brave.
Black President
Our Time is not now but Right Now! Our Time has finally come to change the world not now but Right Now! If you don't believe that we can change the world than watch as we do it by changing your mind into believing in us and what we can do! This is OUR TIME RIGHT HERE, RIGHT NOW!
FIGHT THE POWER
We got to FIGHT THE POWER! We can no longer sit on the sidelines and watch injustices take place. We can no longer sit by and allow our right to vote to become unexercised. We must FIGHT THE POWER for our past, present and future! We can no longer allow our rights to be oppressed and our voice to become drained by the powers at be. We must FIGHT THE POWER and show that we have a lot to say that needs to be heard by the mainstream media. We must FIGHT THE POWER and live up to our potential as dynamic, unbelievable and phenomenal people.
We must not believe the hype but we must become the hype. We are not Harriett Tubman, Marcus Garvey, MLK, Malcolm X, Booker T. Washington, Carter G. Woodson, W.E.B. DuBois, the Black Panther Party, SNCC, or any other activists but we are the fathers, mothers, sons, daughters, uncles, aunties, and relatives of those who came before us to pave the way for us to FIGHT THE POWER! We are not next Generation of leaders who will not be honored and praised until they die but that’s the fight we accept. We are not fighting the power for glory or fame but we are fighting the power for just causes that most men and women will not understand until years or decades later.
We are fighting for our sisters and brothers in Darfur, Georgia, Iraq, Iran, China and Mexico. We are speaking for those who are poor and have no food or water. We are fighting for those who are sick and dying. We are fighting for universal healthcare across the world and human rights for all people. We are fighting for rich and poor! We must FIGHT THE POWER no matter how hard and tough the road may be. We must FIGHT THE POWER for a better today and an even greater tomorrow!
FIGHT THE POWER!
PEOPLE GET READY
“People Get Ready” our time is coming! We have come too far to turn back now. Our train is coming and it is coming in waves. “People Get Ready”, we don’t need a ticket but we need faith and the Lord will help guide us as we take back America and the world. “People Get Ready” our moment is now and we are ready to see the change we want in America and the world. All we got to do is have faith, hope and prosperity. “People Get Ready” to face your fears. “People Get Ready” to face your demons and the challenges of yesterday because today and tomorrow we will conquer & be victorious. “People Get Ready” a change is coming and our actions will make sure that change is a real positive change that lasts forever.
“People Get Ready” because we have had enough of just talking but now is our time to show action. “People Get Ready” to take back America and the world. “People Get Ready” to take back our communities and to make our streets safer and schools better. “People Get Ready” to make all our dreams come true. “People Get Ready” to see a better present for everyone and a better future for future generations. “People Get Ready” to live up to your potential and to help others live up to their own potential. “People Get Ready” to move past hatred, bigotry, racism and sexism. “People Get Ready” to fulfill the dreams of those who came before us and those who will come after us.
“People Get Ready” as we make our actions speak louder than our words. “People Get Ready” to make words mean something again as we put action to back up our rhetoric. “People Get Ready” as we embark on a new journey that will re-write America’s history as well as the world’s history. “People Get Ready” as we make the lives of others better and the lives of future generations better. “People Get Ready” because all we need is faith, hope and action to make this world a better place. “People Get Ready” to make a difference. “People Get Ready” to fulfill the American dream. “People Get Ready" to live out the American Dream as our founding fathers wanted us to live it. “People Get Ready” because our time is now, our moment is now and our moment in time to change America & the world is not now but right now. “People Get Ready” because a change is coming!

(Let me tell you now)
People get ready, there's a train comin'
You don't need no baggage, you just get on board
All you need is faith to hear the diesels hummin'
You don't need no ticket, you just thank the lord
[Lyfe]
People get ready, for a train to Jordan
Picking up passengers coast to coast
Faith is the key, open the doors and board them
There's hope for all among those loved the most
[Alicia]
There ain't no room for the hopeless sinner
Who would hurt all man kind just to save his own (believe me now)
Have pity on those whose chances grow thinner
For there's no hiding place against the kingdoms throne
[Alicia & Lyfe]
So people get ready there's a train coming
You don't need no baggage, you just get on board
All you need is faith to hear the diesels humming,
You don't need no ticket, you just thank the lord
